I'm not quite sure whether the town's mayor is telling people to pay their bills, or whether someone is telling the mayor to pay his bill. At any rate it's said emphatically.
June -- I would say that the local business person is asking to be paid by the mayor or in another words probably the town coffers. Just thought it was rather a funky move that made a funky photo. -- barbara
